Ist sauberes Trinkwasser ein Menschenrecht?

Am 28. Juli 2010 war die UN Abstimmung ob das Recht auf sauberes Trinkwasser in die „Allgemeine Erklärung der Menschenrechte“ aufgenommen wird.
Eine zugegeben knifflige Frage!
So knifflig, daß sich 41 Staatsvertreter der Stimme enthalten mußten und 30 erst gar nicht zur Abstimmung erschienen sind….
